INTRODUCTION The purpose of this paper is not to introduce any new study results on rent control, or to offer any new insight into the impact that rent control has on a multifamily market. This narrative is designed solely to simplify the plethora of information that has been published on the topic of rent control ever since the modern version of the policy was first introduced in New York in the early 1940’s. More than 25 articles and studies on the topic were reviewed for the drafting of this paper, though many more multiples of that total have been published on the topic over the past 75 years. After reading the material that was examined, it was clear that the same themes and conclusions regarding rent control were being reached, which have now become the content summarized in the balance of this paper.
